HISTORY top
ARCSEA takes roots from the Project UPGRADING OF THE PHILIPPINE
GENERAL HOSPITAL (UPGH), a bilateral agreement between the Italian and
Philippine governments.
ARCSEA was set up on March 1, 2001. A Philippine-based
NGO, most of its work are currently focused in the Philippines, with
some initiatives undertaken in East Timor and in Laos. Work to expand
its scope outside of the Philippines is currently under way.
